I think that must win an award for ugliest car ever. Still an interesting find though.
Understeer: when you hit the wall with the front of the car.
Oversteer: when you hit the wall with the back of the car.
Horsepower: how fast you hit the wall.
Torque: how far you take the wall with you.
Already on my eBay spotcher but no, I shan't be buying as 1) I already own and have - historically - owned several incredibly ugly cars as I'm a tight Northern git and ugly cars are cheaper**
and 2) 49cc? I weigh 17 and a half stone and am likely to be nearer 18 stones soon so I really don't think that I'd get anywhere in my usual hurry in that thing. I'd break it and suspect that it would only give me around 60-70mpg at best and then only because it'll do around 18mph downhill with the wind behind.

OK, the little micro car was pig ugly but does have a certain sweetness about it that makes me want to take it home (probably in a plastic carrier bag!), put it in a glass case and throw sugar at it!
