I think some of this is stemming from the USA too. Where you are getting silly proces for cars with the 'matching numbers' myth. In reality they are finding a shagged original car. Pulling and reconditioning the running gear then fitting a new body not made by the original manufacturer before selling them as a low miles matching number as new car.

Mini's and Land Rovers are the big culprits sadly.
