Ah OK mate As for printing, I have problems getting the size right too TBH. If it looks like the same size as a real disc on the screen it should print out about right.

I use a free package called "gimp" just crop the image so it is only the tax disc without any white at the sides / top / bottom then reduce / enlarge the size to match a tax disc in mm.
I have got an older version of Photoshop (CS3 I think) that will do the same thing but with gimp being free and will do everything I need from an imaging app, I haven't bothered installing it on my new laptop.
I would imagine paint.net can do it too but I haven't got it installed to see if it does page size in mm rather than just pixels.
