Hmm, I'd want it on the road and ready to use at that sort of cash.
But the seller may not understand eBay's legal status, which is no more binding than a postcard in the village shop window (in England & Wales). eBay is a venue, not a 'real' auction!
I'm not in the habit of bidding for stuff and failing to follow through, it does have a moral element after all, but this bollocks would put me off as it's an attitude that only serves to suggest that the bidder should be bound to buy, even if the item is a complete turd! I'm sure the van is lovely, but I'd go at it via the parallel listing on Gumtree, which doesn't carry the same BS:
