a nice thought, but i don't think that will happen any time soon....
as for insurance, what annoys motorists i know is the car driver is held responsible even when the cyclist is at fault....
even i have been known to ride a bike... (not very far these days)

The cycling proficiency test
could be made compulsory if there were any chance that it would make a difference. Hand up anyone who didn't have to take it during their time in Juniors. Even the kids who came in by bus had to sit the test when I was a kid in J3.

i didn't do the test....my younger did though. i wasn't offered the chance.

So how do you manage when you're out on your bike and you meet a bunch of traffic cones arranged in a circle in the road? The test would have prepared you for that!

I agree that the Proficiency Test is a good idea
BUT how do you make it mandatory or more particularly, enforce it

The other point is that 99.9999999% of bad drivers out there, have passed a driving test. In the case of bad drivers, they can be disqualified but there is no mechanism in place, to take away a proficiency badge (Oddly enough I came across mine recently). Cycling is not taken seriously in the UK; the only reason, that it is paid lip service to, is because of the in fashion "Green" aspect to it (And I can assure you that modern bikes are far less "Green" than older ones, because they have become much more a throwaway item, even at the
perceived top end, where fashion is paramount

). In order for more regulation to work, cycling would need to be taken more seriously. Then you have to ask by whom

When politicians and the like take an interest in things, how often is the net result a cock up
