It may not be from a car at all, those mounting points are really small and don't look like they would hold up to much, I would suggest that it could be a table decoration or from a clock
Understeer: when you hit the wall with the front of the car.
Oversteer: when you hit the wall with the back of the car.
Horsepower: how fast you hit the wall.
Torque: how far you take the wall with you.
