Luckily this is something you wont need to learn much of the fine art of welding for- you need to practice for thin bodywork metal but for this sort of thing you just clean it up as much as possible, set the welder to max power, and zap it....lots of heat goes in, you won't believe how hot it'll get and how easily it'll shift!

If you go down the welding route, set the amps as high as you can to get good penetration. When you have welded the nut on, stop and have a cup of tea .This will give the bolt time to cool down and shrink breaking the rust holding it so tight. If you try turning it as soon as you have welded it, it will probably snap off. I've taken dozens of bolts out using this method. Good luck.
