You are indeed. DVLA will provide, for a fee, keeper details to any parking enforcement company that claims to follow the British Parking Association's code of practice. Codes of practice are, in my opinion, a complete waste of time as the cowboys simply ignore them and industry bodies can't or won't enforce them. Details here http://www.dft.gov.uk/dvla/data.aspx

It's not just the DVLA who sell on your details. The NHS do too. Whether they do it legally or not is another matter but they do. Ask anybody who has either had an accident or hospital treatment lately. The end getting offer's from solicitors, stairlift companies, mobility aids companies etc....

I have signed the petition but I'd sign one to put a stop to the wholesale selling of our private data

It's worth a go, but to be effective it would have to be very carefully worded. You can't stop data being given out altogether, because there are some circumstances in which it is desirable. How would you feel if, for example, your car was damaged, the police refused to take action and the DVLA refused to release the details? What we have to to do is to define more tightly the circumstances in which data is released, to whom it is released and the use to which it is put, which effective sanctions against abuse. I'm struggling to find a way of putting this at the moment.

I guess any wording would have to stress that we are talking about the selling/passing on of information to those who would use it solely for sales/advertising purposes (private businesses) rather than to restrict government agencies from catching criminals.

Someone get the wording right and I'll sign that one too.

I'd agree with that, but we also need to catch the parking companies that send out documents that look like official penalty notices and/or use debt collectors to harrass people.
